The implementation of the Check Clearing for the 21st Century Act (Check 21) in late 2004 spurred the use of new check collection technology, leading to industry-wide improvements in the national check collection system. Federal Reserve Bank customers continue to adapt to this changing environment, while taking advantage of the benefits provided by the Check 21-enabled product suite.
In support of the industry’s movement toward more efficient, cost-effective check clearing alternatives, the Federal Reserve Banks have been systematically discontinuing Payor Bank Services (PDF), as announced in July 2007, while migrating customers to Check 21 presentment services.
The all-electronic check environment movement continues in 2009 with the discontinuation of Computer Interface (CI)/Bulkdata connections, effective July 1, 2009.
The sunset of data communications in the System Network Architecture (SNA) environment, which utilizes Bulkdata to facilitate file transfers, requires customers who use this utility to migrate to alternative means. In most cases, this will be Check 21-enabled services over their corresponding communication channels. Customers using services like Return or Retrieval Requests (RORR) will need to migrate to the FedLine Web® access solution.
Institutions that still use CI/Bulkdata connections need to migrate to other delivery channels prior to the July 1, 2009, sunset date. To get started, visit the Payor Conversion Resource Center or contact your account executive.
