Treasury Tax and Loan Setup

Thank you for your interest in the Treasury Tax and Loan (TT&L) Service. We are ready to work with you to make this a smooth and easy transition. Following are the steps to take to get started, including contacts to help you with questions at any step along the way.

Step 2 - Review Rules and Regulations

Federal Reserve Financial Services use is governed by applicable Operating Circulars (OCs). In addition, the Board of Governors of the Federal Reserve System has responsibility for implementing certain laws pertaining to a wide range of banking and financial activities. The following apply to the TT&L Services

Additionally, all TT&L depositories must meet the requirements set forth in Title 31 of the Code of Federal Regulations, Parts 203.3 (PDF) and 203.4 (PDF).

Step 3 - Complete Forms/Agreements

TT&L Forms

To obtain the forms necessary to become a TT&L participant, call the TT&L Treasury Support Center (TSC) at 1-888-568-7343, between the hours of 8 a.m. to 6 p.m. ET Monday through Friday. The TSC will provide the following forms for you to complete:

  • FMS Form 458 (Financial Institution Agreement and Application for Designation as a Treasury Tax and Loan Depository)
  • FMS Form 459 (Resolution Authorizing the Financial Institution Agreement and Application for Designation as a Treasury Tax and Loan Depositary)
  • Election of Option form
  • Treasury Tax and Loan Depositary Recognized Insurance Coverage form.

TT&L Plus Form

TT&L Plus is a Web-based application that allows TT&L depositories to access information regarding their participation in the TT&L program from any Internet-connected PC. There is no fee or additional equipment necessary to use TT&L Plus. In order to sign up for TT&L Plus, complete the TT&L Plus Local Security Administrator (LSA) form (PDF) and send it to the address indicated on the form.
