To be completed if your institution would like to establish access to the Federal Reserve Discount Window.

NOTE: All Discount Window loans must be fully secured. Please see the Federal Reserve System Guide to Discount Window Collateral (Off-site Link) for information on collateral.

Authorizing Resolutions for Borrowers
The Authorizing Resolutions for Borrowers evidences an institution's authorization to borrow from and pledge assets to a Reserve Bank.

Official OC-10 Authorization List
The Official OC-10 Authorization List is a list of individuals, including their titles, who are authorized to borrow and/or pledge/withdraw collateral as specified in the institution's Authorizing Resolutions for Borrowers.

If your institution chooses not to have a Federal Reserve account, you must designate a correspondent’s account to receive loans and payments on your institution's behalf by executing this agreement.

This agreement allows an institution to designate a third party custodian to provide collateral custody services in connection with the Discount Window.

FR 2046: Selected Balance Sheet Items for Discount Window Borrowers
The Federal Reserve collects balance sheet data from Discount Window borrowers on the FR 2046 to monitor Discount Window borrowing. Borrowers report six data items: total securities, federal funds sold and resale agreements, total loans (gross), total assets, total deposits and federal funds purchased and repurchase agreements.

The Federal Reserve uses reporting forms to collect data from bank holding companies, depository institutions, other financial and nonfinancial entities, and consumers. Use of the forms is required in some cases, voluntary in others. Some data are collected periodically, others only occasionally.

Internet Electronic Submission
Internet Electronic Submission (IESUB) User Request Form
The IESUB User Request Form must be signed by an authorized signatory at your institution. Once this form has been signed and returned, we will send you a user ID and password for each authorized staff member, the IESUB website address and the effective date of the security authorization. Once you are registered for this service, you can simply sign on to the IESUB website. Then, either key in your data or use the file transfer option to transmit your data in one of two specified file formats.

Federal Reserve Bank End User Authorization Contact (EUAC) Designation and Authorization Form for FedLine® Web-Based Services and Other Business Applications ("EUAC Form") to be used by Depository Institutions
This form gives the EUAC authority to designate authorized individuals (Subscribers)to access the Reporting Central application using the FedLine Web access solution. When we receive the completed End User Authorization Contact Form, a credential will be issued to that EUAC. The EUAC will use the FedLine credential to access the EUAC Center, which enables the EUAC to reset FedLine Subscriber passwords and access Subscriber reports and FedLine documentation once credentials have been issued to your organization's Subscribers.

NOTE: The EUAC will receive an acknowledgement email from the Federal Reserve confirming the receipt of the request.

This form gives the End User Authorization Contact (EUAC) authority to designate authorized individuals (Subscribers) specific report series access using the Reporting Central application. Once this form has been signed and returned, we will send you a user ID and password for each authorized staff member, the Reporting Central website address and the effective date of the security authorization. Once you have been granted access to a specific report series, you can simply logon to the Reporting Central application to key in your data

This form gives the EUAC authority to designate authorized individuals (Subscribers) who should be issued credentials to enable them to transact business using the FedLine Web or FedLine Advantage® access solutions. When we receive the properly completed End User Authorization Contact Form and perform applicable due diligence, a credential will be issued to the EUAC. The EUAC will use the FedLine credential to access the EUAC Center, which enables the EUAC to reset FedLine Subscriber passwords and access Subscriber reports and FedLine documentation.

NOTE: A separate form must be submitted for each individual that will be designated as an EUAC. An individual listed as an “Alternate EUAC” must also be separately designated as an EUAC. This form must be signed by an individual listed on your organization's Official Authorization List (OAL).

Federal Reserve Bank External Subscriber Request Form
An organization's EUAC must complete a separate Federal Reserve Bank External Subscriber Request Form for each individual who will be authorized to access a FedLine access solution. This online, interactive form authorizes the Federal Reserve Banks to create a credential granting the Subscriber access to the Federal Reserve Financial Services indicated on the form. Third Party Access Consent Form for Reserves Information and Reserves Account Administration Application
This form should be completed to grant an individual at another organization access to your organization's reserves information in Reserves Central−Reserves Account Administration (RC−RAA). The specified individual must have a credential to access RC−RAA.  Please submit completed Third Party Access Consent Forms to your organization's Administrative Reserve Bank.
