Structure Central Application Frequently Asked Questions

The Structure Central application provides a more technically advanced and efficient system for holding companies to access organizational structure information and relevant resources needed to prepare and file the FR Y-6 Annual Report of Holding Companies and FR Y-7 Annual Report of Foreign Banking Organizations.

Yes. Please note that all equipment, including personal computers, used to access those Federal Reserve Bank Services that can be accessed outside of an individual’s normal working environment via FedLine Solutions must comply with published Hardware and Software Requirements. If you are working remotely and are not able to meet a hardware or software requirement, please contact the Support Center.

We encourage you to verify your access to the Structure Central application at least 10 business days prior to a report’s submission due date to allow sufficient time to address connection issues. This entails ensuring you have an active FedLine credential at the ready in order to check your connection.

Individuals with questions or concerns about accessing the Structure Central application outside their normal working environment should contact the Support Center, which can advise on any potential modifications required in their setup to be able to connect to our services.

An End User Authorization Contact (EUAC) is responsible for managing FedLine and Structure Central electronic access. Access to the FedLine Web Solution is necessary to access the Structure Central application. To work through the setup steps, an organization first needs to have identified the following:

• The individuals who will need access to Structure Central for all reporting with the Federal Reserve.
• The organization and individuals who will manage electronic access to the Federal Reserve. These individuals are critical to the Structure Central setup process.

The following individuals will participate in the Structure Central application setup process.

• Authorized Individuals in your organization who serve as a legal basis for establishing your organization’s authority to engage in business with the Federal Reserve and to ensure instructions are accepted only from those individuals that you authorize for your organization.
• EUACs who have the authority to designate individuals (Subscribers) who will submit reports via the FedLine Web Solution, and who are critical to the Structure Central application setup process.
• Subscribers who are approved by EUACs and who will be responsible for FedLine credentials, which are required to access the Structure Central application. Organizations can request an unlimited number of credentials (FedLine Subscribers) for Structure Central at no charge.

EUACs are the trust anchors within your organization and are critical to the Structure Central application setup process. Your organization will need to appoint at least two EUACs for Structure Central. If your organization already has EUACs in place, they may or may not be the appropriate EUACs for the Structure Central application. If your organization chooses to leverage your existing EUACs, please notify your local Reporting Central District Contact of your intention. If your organization needs to designate additional EUACs, the appropriate EUAC Form must be completed and submitted. Refer to Step 2 for more detailed instructions and links to the appropriate forms.

Yes. However, a Subscriber request must be completed for the EUAC who also plans to be a Subscriber, and it must be submitted by a different EUAC at your organization. Refer to the Reporting Central and Structure Central Applications Setup page for more detailed instructions and links to the appropriate forms.

No. The individuals submitting the reports do not need to be listed on the OAL, Authorization List and/or the EUAC forms.

Organizations will access Structure Central via the FedLine Web Solution to submit report data and access electronic reporting applications, report forms and instructions. Access to the application is on the Reporting Central page.

Please note that you will not be able to access all reports until the reports have been made available within the Structure Central application.

Use of an Electronic Connection by a Subscriber or EUAC from outside of the U.S. and its territories is prohibited. Exceptions can be granted by the Federal Reserve in its discretion. If permission is granted pursuant to the exception process, the Institution and its Service Provider, if any, will be required to agree to additional terms and conditions governing any regular and on-going foreign access (including contingency arrangements) prior to use of an Electronic Connection. Please contact the Support Center for more information on the possibility of an exception.

To obtain access within Structure Central to the reports you submit, please work with the EUACs within your organization to ensure that the Federal Reserve Bank Subscriber Access Request Form for Reporting Central (Form RC-1) is submitted. You can request access for all reports for which your organization is responsible using one form per Subscriber per legal entity. However, you can submit a spreadsheet if a Subscriber needs to request access to submit reports for more than 10 legal entities. Please note that you will not be able to access all reports you select on the form until the reports have been made available within the Structure Central application. All organizations will use their RSSD IDs to complete this form and should follow the steps below.

• Form RC-1 (PDF) is available online or via FedLine Home. Once each Subscriber request has been processed by the Support Center, an EUAC will be able to click “Request Reporting Series Access” within the EUAC Center to access a pre-populated Form RC-1 for each credentialed Subscriber. Please note that a separate Form RC-1 must be completed for each legal entity.
• Send the completed form via fax, mail or email to your local Reporting Central District Contact.
