In 2007, the focus will be on continuing to provide FedCash Services to customers in a highly efficient manner. While the way in which these cash services are provided may change, the Federal Reserve will continue to make cash services available throughout the country.
The Uniform Cash Access Policy (UCAP) fees, which were introduced in 1998 by each Federal Reserve office and have not generally been raised since then, were standardized in 2007. All depository institutions will be charged a uniform fee of $35 per deposit or order above the basic level of free access for all depository institutions.
For more detailed information about UCAP, please refer to the Federal Register announcement (PDF), the Uniform Cash Access Policy brochure (PDF), or the UCAP Customer Q&As.
On March 17, 2006, the Board of Governors approved changes to the framework that governs the provision of FedCash Services. These changes, referred to as the Currency Recirculation Policy, consist of two interrelated components:
First, the Federal Reserve Banks have implemented a Custodial Inventory program to provide depository institutions an incentive to hold currency in their vaults to meet customer demand and increase currency recirculation.
Second, a cross-shipping fee is charged to depository institutions that deposit fit $10 or $20 notes at a Reserve Bank and order the same denomination, above the de minimis amount, during the same business week. This fee was recalculated for 2008 using Reserve Bank variable costs of processing currency, and continues to be $5 per bundle. Depository institutions can sign up to view an online report of their current cross-shipping activity via FedLine Web® at www.frbservices.org/servicesetup/access/fedline_web_setup.html. This report will help identify current usage patterns so that affected customers can make operational changes to minimize the fees associated with this activity.
