FedLine Advantage® Setup

Thank you for choosing FedLine Advantage. We are excited to work with you to make this a smooth and easy implementation. Implementation of FedLine Advantage normally takes approximately three months for most organizations. However, all tasks can be completed at your discretion, with the exception of a predetermined period required to receive your VPN device or Dedicated Wide Area Network equipment. Following are the steps you will need to take to complete the process, including contacts to help you at any step along the way.

Step 1 - Review Rules and Regulations

Prior to establishing FedLine Advantage access, your organization must be authorized to use Federal Reserve Financial Services. Use of all Federal Reserve Financial Services is governed by the applicable Operating
Circulars
. The terms under which an organization may access these services are provided in Operating Circular 5. It is each organization's responsibility to review its internal controls and procedures to ensure that appropriate safeguards are in place when using FedLine® access solutions.

Step 2 - Submit Board of Directors' Resolution and Official Authorization List

To begin the setup process for the FedLine Advantage access solution, your organization must submit a Board Resolution and Official Authorization List (PDF) in the standard form required by the Federal Reserve Banks.

Step 3 - Designate End User Authorization Contacts (EUACs)

If your organization is setting up its FedLine Advantage connection for the first time, you must designate a Lead EUAC. The Lead EUAC will be the main contact for your organization throughout the implementation. To designate your Lead EUAC, please call the Customer Contact Center and select Option 2 from the main menu.

Once your organization has implemented FedLine Advantage, you will need to authorize at least two other employees at your organization to serve as EUACs. These are the individuals at your institution who have the authority to designate authorized individuals (Subscribers) who will transact business via a FedLine access solution. To authorize an EUAC, print and complete the Federal Reserve Bank End User Authorization Contact Form (PDF) and send the signed original copy to the appropriate Customer Contact Center. The form must be signed by an individual listed on your organization's Official Authorization List (OAL). When we receive the completed form, a credential will be issued to the EUAC. The EUAC will use the credential to access the EUAC Center, which enables the EUAC to reset FedLine subscriber passwords and access Subscriber reports and FedLine documentation.

FedLine Advantage Setup Process

Step 4 - Plan & Prepare

As part of the Plan and Prepare stage, your organization needs to:

  • Identify the services your organization will access via FedLine Advantage and execute new security procedure agreements, where applicable (including Fedwire® Funds Service and FedACH® file processing services)
  • Select your organization's estimated completion date for the implementation
  • Determine the appropriate connection options with your technical support liaison
  • Complete the Order Option worksheets for the connection option(s) your organization selects
  • Review the FedLine Advantage Hardware and Software Requirements

Step 5 - Order

During this stage, your organization needs to update the online tool with the selected transmission method(s). Choices include Private Dial, Internet and Dedicated Wide Area Network (Dedicated WAN) transmission method.

Step 6 - Installation

Your EUAC must submit a separate Federal Reserve Bank External Subscriber Request Form for each individual who will be authorized to access the FedLine Advantage access solution. To determine which services your organization may need and the corresponding Subscriber roles, please review the Subscriber Role and Application Descriptions.

During this stage, your organization will also receive, set up, and install the hardware you ordered during the Order stage as well as configure Subscriber PCs that will be used to access FedLine Advantage. This stage is complete when your organization can successfully access FedLine Advantage and you confirm access to appropriate Federal Reserve Financial Services.

Step 7 - Application Training & Testing

During this stage, your organization should set up application testing dates, conduct application testing, and direct your Subscribers to access training resources.

Step 8 - Schedule a Production Date

During this stage, your organization will choose production implementation dates for all financial services and begin conducting production transactions via FedLine Advantage.

Step 9 - VPN Device Changes and Relocation (Estimated Timeframe: 2-8 weeks)

If your institution accesses FedLine Advantage via a VPN device and you wish to make any changes to the configuration or location of the device, you must first notify your Customer Contact Center. Specific instructions are provided to your organization's Lead EUAC through the online tool in a document titled "FedLine Advantage and Managing Changes in Your Network Environment."

Your VPN device should not be moved from the location where it was originally installed without following the VPN device relocation processes established by the Federal Reserve Banks. This process, which takes approximately eight weeks, requires ordering and installing a new router and decommissioning the existing one. Notice of a VPN device relocation should be provided to the Customer Contact Center at least eight weeks in advance of the requested move date. In addition, your institution must validate your business continuity and disaster recovery plans for FedLine Advantage prior to initiating the move process.

Other configuration changes to your VPN will take approximately two weeks to implement.

Step 10 - Congratulations! You can now begin using FedLine Advantage.
