Accounting Services Forms using Docusign® and ID.me® Frequently Asked Questions
Below are frequently asked questions and resources for the Docusign and ID.me process for a subset of Accounting forms that now use electronic signatures. If your organization does not want to use the Docusign and ID.me process, please contact the support team listed below for an alternate option. Only Docusign electronic signatures and ID.me verifications are permitted. Other versions of electronic signatures are not accepted.

Board Resolutions and Official Authorization List (OAL) Forms
NOTE: Electronic authentication through ID.me is used in lieu of traditional notarization on the OAL form.
- Can I use Docusign to remove a single Authorized Signer?
No. To remove a single Authorized Signer, please contact the NACS team at P: (800) 309-6156 or E: sys.fso.nacs@mpls.frb.org. However, in some instances if you need to make additional changes, it may be easier to complete a new form with updated signers.
- My organization uses a Foreign Board resolution; can I submit a Board Resolutions form through the electronic process?
Because of the additional Consular Officer acknowledgement that is required, the Foreign Banking Institution Account Agreement must be physically completed, signed and mailed to the NACS team.
- My organization is a Foreign Bank which holds an account with the Federal Reserve. Can I submit an OAL form via the Electronic Process?
No, because of nuances in the legal requirements related to electronic signatures in foreign jurisdiction, the OAL form must be physically completed, signed and mailed to the NACS team.
- My organization has signers who reside in a foreign country. Can I submit a Board Resolutions form and OAL form via the electronic process?
No, because of nuances in the legal requirements related to electronic signatures in foreign jurisdiction, the Board Resolutions and OAL form must be physically completed, signed and mailed to the NACS team.
- I’m the Certifying Official listed on the Board Resolution form and can’t update the individuals or Titles for those listed in Paragraph Two of the Resolution Form.
Certain fields are not editable due to the metadata required to process the form. If the information is incorrect, you may decline to sign which will void the current in process Board Resolutions form at the organizational level. You may then submit a new form again via the Docusign platform, or the organization may contact the NACS team to discuss alternative options. See the “Decline to Sign” appendix to each Instruction document.
- I received an email copy of the submitted form, after all individuals signed; does that mean the form was accepted and active within the Federal Reserve System?
No, this is a courtesy copy of the submitted document. The NACS team will only contact you if something is wrong with the submitted form. To check on the status of your submission, please contact the NACS team at P: (800) 309-6156 or E: sys.fso.nacs@mpls.frb.org.
- The only option for the OAL form is the 1-6 signers, but my organization has more authorized Individuals. What do I do?
If your organization has more than six signers, simply fill out another Official Authorization List with the additional signers, or please contact National Accounting and Customer Support at E: sys.fso.nacs@mpls.frb.org.
- Are there instructions available to assist in the submission process?
