The format specifications for the FedPayments Manager – Funds import/export file align to the Fedwire Funds Service ISO 20022 usage guidelines. Thus, you need to format your import file the same way you format a Fedwire Funds Service message to be sent via the FedLine Direct® Solution. Each individual message within the import file needs to include a technical envelope, business application header and ISO 20022 message. For example, each customer credit transfer message in the import file needs to have a technical envelope, business application header and the pacs.008 message.
Please view the Import/Export Overview of Changes webinar recording (Off-site) on the Fedwire Funds Service ISO 20022 Education section of the Federal Reserve Bank Webinars page, and reference the Import Messages Quick Reference Guide and Export Messages Quick Reference Guide on the FedLine Training page.

Important Note: To access the “Help” link, you will need to be a subscriber to the FedPayments Manager – Funds application, which is only available through the FedLine Advantage solution. If we need to use the FedPayments Manager – Funds application in a contingency, are we able to view our incoming and outgoing messages that were processed over the FedLine Direct Solution?
No. The FedPayments Manager – Funds application is unable to display any of the messages that have been processed via the FedLine Direct Solution.
- We primarily use FedLine Direct for our wires, but we use the FedPayments Manager – Funds application via the FedLine Advantage Solution as a backup. What type of outgoing messages can we send manually using the FedPayments Manager – Funds application?
You can only manually create and send outgoing Customer Credit Transfer (pacs.008), Financial Institution Credit Transfer (pacs.009), Drawdown Request (pain.013) and Investigation Response (camt.111) messages. If you need to send other messages, you will need to use the import feature of the FedPayments Manager – Funds application. If you have any questions, please contact us: Fedwire.Funds.Format@ny.frb.org
- The EndToEndID is required in most forms — what do I put here and what is it used for?
This is equivalent to tag {4320} Reference for Beneficiary in the former FAIM format. This information is provided to help the beneficiary/creditor reconcile the payment. You can include “Not Provided” to meet the requirements if this is not provided by your customer.
- How does the Funds Supervisor credentialed role update the controls in the Processing Options (e.g., Held by Supervisor, dollar value limits, restrict non-U.S. BICS, import/export feature)?
Please refer to the Processing Options Quick Reference Guide available in the "Help" link within the FedPayments Manager – Funds application (under "General" in the left navigation) that provides additional details about the various settings. Please note: Only the Funds Supervisor can update any settings in the Processing Options that can be found under "Tool & Preferences." Changes made to the Processing Options will impact future messages. Please work with your End User Authorization Contact (EUAC) to idnetify who has this role at your institution.
- When using the Create Payment Return (pacs.004) feature, why are all the parties and agents blank and not pre-populated like in the former FAIM format?
A payment return is a new value message, and the parties and agents should reflect their involvement in the return payment, not their role in the original value message that is being returned.
- Can you clarify when we should be using the optional Organization or Private Identification section?
This Organization and Private Identification is purely optional. It is sufficient under our message format requirements to identify the Debtor (originator) and/or Creditor (beneficiary) with a name and postal address. However, if you want to provide additional information about the Debtor or Creditor, you can use this section.
Organization Identification radio button:
- This is the default radio button for this optional section.
- You can provide additional information about the organization (e.g., BIC or LEI associated with the corporation) but please note that this is not required.
Private Identification radio button:
- If you use this section, please note that there are required fields you must include. Refer to question #12 for additional details.
- If you do not plan to use this section, ensure that your radio button is defaulted back to the Organization Identification radio button; otherwise, you will receive an error.
- Why are there red asterisks for the Date of Birth, City of Birth, and Country of Birth in the Private Identification section when this is optional?
The Private Identification section is optional; however, if you decide to use this section to provide additional information about the party (individual), then all three fields (i.e., Date of Birth, City of Birth and Country of Birth) are required. If you do not plan to use this section, ensure that your radio button is defaulted back to the Organization Identification radio button; otherwise, you will receive an error.
- How do we send a camt.110 for outgoing messages?
You will not be able to manually send a camt.110 for your outgoing messages. This will be fixed in a fast follower release later this year. As a workaround, you can upload/import a camt.110 message. Reach out to bosoffline@bos.frb.org to get a sample. If you have questions after receiving the sample, please call (833) 377-7827.
- Is the "Mark for Correction" feature eliminated?
The "Mark for Correction" feature is available for manual entry forms only. To reduce complexity, and given low usage, this feature will no longer be supported for import/upload of outgoing messages.
- Can we access FAIM messages after July 11?
You will be able to access rolling 15 months of past FAIM messages in FedLine Advantage post go-live (only for messages sent via FedLine Advantage). This means that each day we process in the ISO 20022 format, the oldest FAIM messages (business day) will be deleted.
- How do we send tax payments?
Please refer to the Manually Create U.S. Treasury Tax Payments Quick Reference Guide in the "Help" link in the application (under "General" in left navigation) or the EFTPS handbook that provides guidance on how you should properly complete tax payments.
Electronic Federal Tax Payments System – Financial Institution Handbook (Off-site) (eftps.gov > Help & Information > Downloads) - Where can we find more information about the roles and responsibilities of Funds subscribers (e.g., Funds Transfer Specialists, Funds Supervisor, Funds Manager)?
Please refer to the Access Levels Quick Reference Guide available in the “Help” link (under “General” in the left navigation) that outlines the roles and responsibilities of all Funds subscribers. To set up an individual’s access to the FedPayments Manager – Funds application, please work with your End User Authorization Contact (EUAC) to submit a Subscriber request via the EUAC Center in FedLine Home. Please refer to the Audit Log Quick Reference Guide available in the “Help” link (under “General” in the left navigation) for details.
- How do we address the “T100” technical error when using the import/upload feature?
When you receive a “T100” technical error, this means your message did not meet the Fedwire Funds Service format requirements. You can test the message in the MyStandards Readiness Portal (be sure to mask your data) to see your errors, fix them and re-upload into the FedPayments Manager – Funds application. Please review the MyStandards Readiness Portal section of the FAQ on how to use this tool.
- When can we use the “Create Payment Return” button in the Incoming Messages page?
The “Create Payment Return” button is available only during the current business day in the Incoming Message folder. Please note that when you use this feature, the Instructing Agent and Instructed Agent of the original payment will be flip-flopped, and the Original Basic Information will be pre-populated in the pacs.004 form. It is the responsibility of the sender to enter the Return Chain information to ensure that the parties/agents reflect their roles in the payment return.
- How do we send a camt.056 (return request) for a FAIM message?
You will not be able to manually send a camt.056 to request a return of a FAIM message. This will be fixed in a fast follower release later this year. As a workaround, you can upload/import a camt.056 message using the FedPayments Manager import feature. Reach out to bosoffline@bos.frb.org to get a sample. If you have questions after receiving the sample, please call (833) 377-7827.
