Discount Window Direct (DWD) Frequently Asked Questions
- What is Discount Window Direct (DWD)?
Discount Window Direct is a new Federal Reserve System application that allows depository institutions to request advances, make payments, send and receive messages, and review outstanding loan balances at the Discount Window.
- How do I get access to DWD?
DWD requires individuals to have FedLine® access. Operating Circular 10 (OC 10) authorized individuals with a current email address on file and existing FedLine credentials can ask their local End User Authorization Contact (EUAC) to add DWD to their profile so that they can access the DWD application. Authorized individuals per the OC 10 Official Authorization List without a FedLine credential can ask their local EUAC to request a new credential to be issued. For information on EUAC and requesting access, please go to the Discount Window Direct Application Setup page.
- What is the process of requesting access to DWD for non-FedLine customers?
Non-FedLine depository institutions are eligible for access to DWD if the depository institution completes Operating Circular 1 (OC 1) and Operating Circular 10 (OC 10) and also complies with the terms and conditions of Operating Circular 5 (OC 5) and the Certification Practice Statement (CPS). The depository institution will need to ensure authorized individuals designate EUACs. EUACs will then be able to request FedLine credentials for individuals at the institution to gain access to DWD. See Discount Window Direct Application Setup page for details.
- What is an “EUAC”?
The End User Authorization Contacts (EUACs) are the individuals at depository institutions that are assigned authority to request, change and revoke FedLine credentials associated with the institution’s users. EUACs manage Subscriber access to services and applications (including DWD) for their institution as it conducts business and/or reporting with the Federal Reserve Banks.
- Is DWD required for access to the Discount Window?
DWD is not required to access the Discount Window. Obtaining access to DWD also does not preclude your institution from contacting your local Reserve Bank (Off-site) for Discount Window transactions. DWD is intended to supplement current Discount Window processes. Institutions with DWD access can continue to use a combination of DWD or phone calls to request loan advances and make early loan payments.
- Can I still borrow by calling my local Federal Reserve Bank district?
Yes, institutions can continue to borrow using the existing process for requesting advances.
- Are there any fees for using DWD?
There are no fees for using DWD nor costs associated with credentials. Institutions may have as many credentials as desired.
- How do I reset my FedLine credential passphrase?
For forgotten passphrases or lost credentials, please call the Support Center at (833) 377-7827.
- Who do I contact for more information on DWD?
Contact your local Reserve Bank (Off-site) with additional questions.
- What time does DWD open and close?
Discount Window advance and payment hours of operation within DWD are determined by each local Reserve Bank. Discount Window advances and payments may generally be requested during the business day before the close of Fedwire® Funds. Contact your local Reserve Bank (Off-site) for specific operating hours.
- Can institutions borrow from the Bank Term Funding Program (BTFP) through DWD?
No. BTFP borrowing and payments must be requested via a call to your local Reserve Bank (Off-site).
- With respect to timing, will DWD loans take preference over loans that are called in?
Advances and payment transactions received via DWD or via phone call are handled in the order received.
